China’s system of multi-party cooperation and political consultation under the leadership of the communist party is a basic political system in China,the advantages of the system can play a good,non-party cadres promotion plays a vital role.In modern times,the use of non-party cadres strength increasing,especially in the united front work conference in 2015,the united front work regulations formally promulgated,non-party cadres ushered in the new spring in our country,the government agency.In this paper,using the detailed data non-party cadres,using literature method,factor analysis method,the methods of quantitative and qualitative analysis of jiangxi province in 2000-2017 M area non-party cadres promotion for empirical research,found the main factors influencing the non-party cadres and the promotion of gender,age,education,and the influence of the probationary period,the party chairman,takes office,awards,civil servant status,found on the problems facing the non-party cadres promotion,such as work unit responsible for non-party cadres started don’t understand,non-party cadres and a lack of education and training mechanism,non-party cadres lack of "identity" transformation mechanism,the lack of fresh blood into the lack of non-party cadres recommended evaluation mechanism;Finally put forward some countermeasures and Suggestions for the work of non-party cadres promotion,set up the mechanism of communication and coordination with the work,establish a non-party cadres "identity" transformation mechanism,set up perfect non-party cadres education training mechanism,establish perfect the non-party cadres recommended evaluation mechanism,establish a non-party cadres electronic databases,etc.
