Reseach Into The Laws Of Special Maintenance Funds In Nanning

Nanning,as a second-tier city in China,when using the special maintenance funds,the pension of estates,there exist lots of problems,such as the scope of its usage is not clear,the decision-making procedures is difficult to operate,the rule of the funds continued payment is abstract etc.Based on these situation,this article relevant with the actual situation and starting with useful experience in the legislative and judicial practice,put forward the ’two-way list system’,’distinguish decision procedures system’,’pre stage continued payment and full payment mixing system’ and other recommendations.Writing arrangement as follows:The first part,the author mainly discuss the necessity and feasibility of Nanning special maintenance funds system based on the reality in China.The second part,the author analyze the Nanning special maintenance funds in the process of from four aspects.The third part combine with other cities beneficial legislative experience from the practical standpoint,and put forward countermeasures to improve the laws of Nanning special maintenance funds.This paper focuses on the ’Measures of Nanning City,Administration of Special Maintenance Funds’,and develop research around it,which would certain significance for the ’Implementation of Nanning special maintenance funds’.It is also an exploration of the law in the process of special maintenance funds in our country,and providing the further ideas for science legislative.
