College has the strong research ability and other kinds of advantages development, so the number of patent application and grant are growing. And the possibility of scientific and technological achievements in society is growing over the years with the development of high and new technology, the industry-university cooperation mode, and the emerge of the technology enterprise. Although in reality, our country colleges' patent granting rate is high, the rate of product transform is still low. Science and technology didn't use so well.Thus, it seems that there is still a gap between theory and practice.As the experience from all countries, the value of patent is one of the important factors when it comes to the low of product transform rate.Based on the characteristics and the current situation of college's patent,this paper talked about the patent evaluation system in China's college through the history of changes, and comparing with the related patent evaluation system of the Europe and the United States. It talked about the evaluation purpose and method, and chose the fuzzy evaluation method.After analysis influence factors, it find out the problem of patent value evaluation in colleges and universities, and expect to establish the corresponding patent value evaluation system, for promoting the patent production under the premise of limited funds, to make limited resources flow to truly valuable patents to stimulate patent transformation. At last it talked about the improvement of patent evaluation system in colleges and universities.
