Non commissioned officers, as the backbone of the grassroots, has an irreplaceable role in promoting the development of China’s military, and how the quality of non commissioned officers will have a significant impact on the overall quality of the army. It can be said that at this stage to achieve the overall transformation and upgrading of the army building, Sergeant always in the forefront.Therefore, how to improve the quality of non commissioned officers, and how to train them into qualified personnel and give full play to the advantages of the team is the only way to improve the quality of our army.(1) through the investigation, we have a deep understanding of the current situation of the competency of petty officer. Mainly include Sergeant competency problems, such as low cultural quality, team construction standard is not complete, the enterprise is not strong, strong sense of responsibility; then it analyzes the cause of the problem,such as learning to recognize the upper is not enough,lack of awareness,rewards and punishment system, poor implementation of the basis of the cadre responsibility is not strong; and from the new military revolution, the army subjective requirements and all-round development requirements put forward the necessity of constructing the competency quality.(2) using the method of literature review of selected initial indicators, and then use the method of expert opinion for the selection and arrangement of competency indicators; set of initial competency indicators were removed using alternative competency elements to evaluate the importance of language, then the competency indicators were determined.(3) using the questionnaire survey to investigate the importance of the competency evaluation index of the NCO group, using the SPSS tool to carry on the item analysis and factor analysis to the data. On this basis, it constructs the competency evaluation system of non commissioned officers, which includes five factors: Ideological and political quality, professional quality, military quality, cultural quality, physical and mental quality, and the 19 factors. And according to the competency model, the preliminary study of NCO in the selection, training,assessment should be made to improve the fundamental purpose of strengthening the army.This study has certain guiding significance and guiding significance for the construction of the competency of NCO, which can be used for reference for the improvement of the competency of sergeant.
