In 1944,to get through the traffic land line,the Japanese invaders brazenly launched the " Operation Ichi-go ",in just one month’s time,almost all of the middle and western areas of Henan were occupied.The Central Committee of the Communist Party of China(CPC)had made timely plans to "control central plains based on Henan",and decided to open up the anti-Japanese base areas of the enemy in Western Henan and controlled the strategic position of the central plains.Under the unified deployment of the Northern Bureau of the CPC and the former headquarters of the Eight Route Army,the 6 troops of eighth route army had advanced into the western Henan,after nearly a year of extremely hard and bitter struggle,they had opened up and consolidated the anti-Japanese base areas in Western Henan,opened up the link of base areas between Northern Shanxi and North China,Central China,which had an important effect on the final victory for the war and the post-war development.The regime is the fundamental issue of the anti-Japanese base areas.The construction of anti-Japanese democratic regime is related to the consolidation and development of the base areas.Before the establishment of the anti-Japanese democratic regime,the people of Western Henan were suffering from "water,drought,locusts and soups",and they were defeated after the army retreated and the regime collapsed,and they were usually suffering from the brutal rule of the Japanese Puppet regime,and the enslavement education.At this time,the foundation of the Chinese Communist Party was extremely weak,unable to establish a regime,save the people from the dire straits.Therefore,in the process of the creation of the anti-Japanese base areas in Western Henan,the party and government leaders at all levels in Western Henan focused on strengthening the construction of political power,drawing lessons from the successful experiences of construction of political power regimes of other anti-Japanese base areas and accepting Chinese Communist Party leaders’ more mature theoretical guidance about construction of political power regimes of other anti-Japanese base areas.Although the start is late,the development is faster.The anti-Japanese base areas in Western Henan implemented the regime system from administrative regime to commissioner regime,from commissioner regime to county government,from county government to the regime at the basic level,in order to unite the people of all walks of life to fight against Japan,they should implement the principle of "three and three systems" in the construction of political power at all levels.For the outstanding problems in contradiction between supply and demand of cadres,they had taken various measures to strengthen the construction of the contingent of cadres and achieved remarkable results.At the same time,in order to promote the anti-Japanese regime into the regularization,the anti-Japanese government in Western Henan actively improved the rules and regulations,consolidated and standardized the base construction from the political,economic,military,mass work and other aspects.Anti-Japanese democratic regime construction consolidated and developed the anti-Japanese base areas in Western Henan,and prepared conditions for the final victory of the war.More importantly,on the historical node in the later period of the late period of anti Japanese war,it is an important practice in the history of the development of the new-democratic regime led by the Chinese Communist Party,which provides an important reference and reference for the construction of the democratic regime in the period of the War of Liberation and the New China.
