Why "The Rule By Law As The Main,Virtue As Auxiliary" Correctly

Since the 18th session of forty session put forward the comprehensive implementation," rule by law " and "rule by virtue" relationship problem increasingly become the focus of academic circles.From the existing research results,the academic circles is not clear whether the two should be in a kind of what kind of relationship,but because of various reasons,the relations of the two is more and more disorderly.Not correctly define the relations of the two,will not be able to really understand the scientific connotation of "governing the country according to law",and to achieve the great practice of governing the country according to law."The rule by law as the main,virtue as auxiliary" is proposed in this paper,a new interpretation of governing the country according to law,help people right the relationship between"rule by law" and "rule by virtue".In this paper,the text has four interconnected parts.The first part,mainly explains what is "the rule by law as the main"."The rule by law as the main" that said on statecraft in the modern sense of "rule by law" is always in the leading position not be moved,at the same time emphasized better play in the modern sense of "rule by virtue"."Rule by law as the main" is not the same as in the modern sense of "rule by law",but not in the modern sense of "rule by law" will not be able to implement the "rule by law as the main",on the contrary,in the modern sense of "rule by law" is only under the "rule by law as the main" was established.Adhere to the "rule by law as the main" has important historical basis and realistic significance,is to achieve the requirement of the modernization of the national governance.The second part,mainly explains what is "virtue for auxiliary."
