Rights Consciousness,Risk Perception Or Human Capital?

This paper,laying the foundation of the study which includes social policy,rights consciousness,risk perception and human capital in Chinese and western,gives an empirical analysis from rights consciousness,risk perception and human capital by using stepwise regression to investigate the case of migrant workers social investigation in small and medium-sized city in 2015,and building binary logistic regression model.The analysis results show that rights consciousness factors have a positive impact on the dependent variable-’Whether migrant workers to participate in the urban medical insurance or not’.The stronger the migrant workers’ rights consciousness,the higher the probability of participating the urban medical insurance.The independent variables of Rights consciousness——’Comprehensive degree of law’.’Whether to sign labor contract’ and’Whether to know local Minimum wage standard’,has a significant influence on the dependent variable.especially the front two.Human capital also have have contributed to impact migrant workers on the participation of medical insurance.Migrant workers who have high human capital,are more likely to join in the urban medical insurance.’Education’.Technical ability’.’Formal training’.these three Independent variables affect the dependent variable in good way.Those who had been well-educated and have strong technical ability and formal training are prefer to buy the urban medical insurance than those who are low-educated and have poor technical ability and not accept formal training.Furthermore,the study found that risk perception variable makes small impact on migrant workers’ participation.’Self-health assessment’.’Whether had inductrial injury’ and’Whether have the occupational disease’,are doing small contribution to the dependent variable in the binary logistic regression model.Based on the analysis results,the article discussed that Chinese social policy should still adhere productivist welfare capitalism,which makes human capital as Social welfare supply standards,or develop into Appropriate Universal-type Social Welfare System which is based on civil rights to meet the increasing social welfare needs.In the past,productivist welfare capitalism take human capital as standards of welfare provision.Those who have high human capital are having higher probability to win social welfare.The market tend to invest the limited money to high-quality workers,in order to create more economic benefits,so as to promote the development of social economy more efficiently.Social welfare has turn into accessories of economic which is a reward that market gives to good workers.Social welfare is losing its function of ’decommercialization’ and protecting the weak.Therefore,social policy can not play the role of regulating social resources,narrowing the gap between rich and poor,protecting the weak,but to solidify social stratification made by market economy,lead to more social problems.However,with the development of society and economy,the rights consciousness of citizens is increasing too.Rural residents and migrant workers are eager to have the same social rights and social welfare as urban residents.Binary social policy is becoming more and more unsuitable for the current situation of social and economic development,also can not meet the demand of the national social welfare.Based on the current situation of China’s social development and the existing economic base,it is necessary to develop the former social policy than limited to the occupation,region,special groups,into Appropriate Universal-type Social Welfare System which can benefit more peoples and ensure more citizens get equal social rights and equal social welfare.At the same time,those problem,the lake of social welfare of migrant workers,growing gulf between rich and poor,the imbalance social welfare made by binary social policy,well be readily solved.
