A Study On The Application In Public Service Of Micro Government Of Heilongjiang Province

With the development of mobile Internet and the popularity of mobile devices,mobile Internet applications is playing a more and more important role in people's life.Our country's government has also launched a new public management mode under the e-government 2.0 mode mainly based on the platforms of 'microblog and WeChat'-micro government.Micro government has broken the regional restriction of traditional e-government, it can meet the needs of the public better, solve the practical problems more effectively, so it's very necessary to study micro government especially in the application of public service. And the government microblog and government WeChat of Heilongjiang came into construction relatively late, although developed rapidly recent years, but its application in public service has not yet formed a system and lacked of unified norms and corresponding guarantee. So the paper study the application in public service by micro government of Heilongjiang Province,in order to provide suggestions to the construction and development of micro government, providing countermeasures to promote the quality of public service of government department.On the basis of the summary of domestic and foreign research status of micro government, e-government and its application in public service, the paper firstly introduce the application situation and typical application in public service of government microblog and WeChat of Heilongjiang Province, then first analyze the application effect in public service of government microblog and government WeChat from the government level and compare the application in public service of government microblog and WeChat, then analyze the application effect of government microblog and WeChat through the questionnaire from the public level and find the key factors affecting the public to use government microblog and WeChat through regression analysis, analyze and summarize the practical experience in public service of domestic micro government and foreign e-government, providing reference to the construction and development of micro government of Heilongjiang Province, on the basis of the analysis above, design the micro government application system facing the public service in Heilongjiang Province, propose the system architecture, design the function subsystem, characteristic module and running process and put forward the corresponding safeguard measures of the system implementation.
