These characteristics determine the necessity of the development of the social pension, the development of the pension industry is the inherent requirement of social development and the premise of promoting social stability. Because of the weakness of the traditional family pension and the defects of the institution, social needs a line with the characteristics of the times and meet the demand of the new pension initiative spirit, community service for the elderly community care service is emerge as the times require, a new form of pension can meet the needs of the elderly. At present,Qigihar's urban community pension services have achieved some results, but there are still some problems,such as weak infrastructure, single service content,lack of professional quality of community service personnel, and combined with the advanced experience of domestic and international community, we analyze the need to establish and improve the urban community pension service in Qigihar city.
