Human survival depends on the nature and the protection of natural resources on earth,these natural resources,such as vegetation,animal ecological form,also including their survival soil,water and air.In the 20 th century because of the economic growth and population increase and the progress of science and technology has brought about changes in lifestyle,both developed countries and developing countries have greatly increased the demand for these resources,leading to nature,natural resources,and a sharp deterioration and loss of biodiversity.At the same time,the invasion of alien species to ecosystem is also causing loss of biodiversity and ecological security problem one of the main reasons.Because of this,since the 1950 s,the international community began attaches great importance to the problem of invasive species.On May 22,2004,"biodiversity and invasive species management" by the United Nations general assembly as the theme of the first international biodiversity day,in the new century marks the alien species invasion problem has received wide attention of the international community.Our country is one of the most serious countries suffering invasive species,however,alien species invasion problem has yet to cause the attention it deserves in China,the prevention and control of invasive species no special legislation on the agenda,more lack of regulations and at the same time of the criminal law.This is the current major problem urgently to be solved in ecological areas of legislation in our country,the urgent need to delve into legal science colleagues,in order to more effectively maintain the biodiversity and ecological safety of our country.
