The situation of the South China Sea is complex and complicated because of the extraterritorial international powers.The India’s policy and position on the South China Sea are often overlooked while the foreign and domestic play their close attention to the United States’ and ASEAN’s policy on the South China Sea.However,as one of extraterritorial international factors,India’s policy and position adjustments on the South China Sea should be also drawn fair and firm attention.For further study,this article has selected the India’s policy towards the South China Sea as the research object,and,with the analysis view of the realism as the theoretical guidance,conducted a systematic combing of the Indian’s policy of South China Sea and its influencing factors by the arbitration in 2016 of the South China Sea and by the basis of the information published by the Ministry of Foreign Affairs of India and the previous studies,using comprehensive international relations theory of analytic hierarchy process(ahp)method,as well as the basic research methods of historical analysis,sum-up and compare analysis.As the influential regional power,India participate in international affairs and its special geographical location determines its impaction on the South China Sea.The attitude of the extraterritorial international powers involving in the South China Sea leads the South China Sea to be the forefront of containment of China.India that has been competing with China and India’s limited involvement in the South China Sea under the influence of foreign forces.Although each government of India continuously intensified efforts to exploit oil and gas resources in the South China Sea and strengthen a series of interactions with ASEAN and the United States and Japan in the South China Sea,these are the performance of opportunism and the depth of involvemening in the South China Sea is limited and India can not touch the bottom line of China,through the study of India’s actions and statements intervening in the South China Sea.This paper analyzes the influencing factors of India’s policy on the South China Sea and finds that India’s policy on the South China Sea is influenced by a series of domestic and international factors.The attitude of extraterritorial powers intervening in the South China Sea and containing China contributes to India’s involvement in the South China Sea to a certain extent,but the attitude of international organizations and the international system in the South China Sea after gaming restricts the extent of India’s involvement in the South China Sea.India has always the independent foreign policy and India’s policy on the South China Sea is mainly affected by domestic factors,even is the decisive impaction.In order to obtain recognition of the status of India’s great power from other powered countries,India constantly voices toward to the dispute in the South China Sea and showes its role in curbing China in front of other powered countries.The special geographical position makes India’s strategic focus on controlling fully the Indian Ocean and the South China Sea is at a secondary position in its strategic focusions.Indian society faces a series of problems,so that it’s diffcult for India to achieve effective reform and development in economic and military in the short term.The United States and Japan and ASEAN only use India to balancing China,and they will not really support India intevening in the South China Sea,because the South China Sea is a gaming stage of powered countries and theie major interests is complicated,so these can constrain the depth of India’s involvement.Therefore,India’s involvement in the South China Sea is only "opportunistic" diplomatic policy and not deeply involved in the South China Sea and India’s poicy on the South China Sea is always "limited intervention" in the South China Sea and does not damage the Sino-Indian relations as a prerequisite.In view of India’s depth involvenment,our country can cooperate with India in "non-traditional security areas" under the sovereignty of the South China Sea owing to me,so that India to a certain extent support ours and prevent foreign forces jointly to contain China and more effectively realize our rights and interests over the South China Sea.
