Research On The Construction Issues Of New Rural Communities

From the reform and openness,China's socialist new rural construction is in the continuously deepen stage.Decision on some important issues of building a socialist harmonious society has been discussed and determined in the Sixth Plenary Session of the 16 th CPC Central Committee,which was the first time to explicitly put forward the slogan of “active promotion for the construction of rural communities”.With the continuous development of China's economy,the relevant issues to the construction of new rural communities have attracted more and more attention and emphasis,simultaneously carrying out the construction of new rural communities and construction of new rural communities under socialism.Currently,the domestic rural overall outlook has rapid development,which has been the research background of this paper.However,the quality of agricultural development and urban and rural binary structure has continuously affected the construction of new rural communities,which has brought lots of difficulties for the construction of rural communities.With the continuous deepening of China's rural reform,the development of industrialization and urbanization process,the rural economy has been developed and transformed.The original villages have been transformed to rural communities through reforms and rebuilding.The implementation of Scientific Outlook on Development,the overall planning of urban and rural development and promotion for the building of a well-off society cannot be separated from the construction of new rural communities.In recent year,China's new rural community construction under the leadership of the party and state has won remarkable achievements and made great contributions to the development of China's economy and society.However,there are still many difficulties in the process of the construction of new rural communities,such as industrial structure to be adjusted,incomplete infrastructure construction,insufficient financial and economic support,lack of public management system and so on.Therefore,further improving the construction of new rural communities is an important problem urgently to be solved.This paper of research is conducted for the construction of new rural communities in Dajing town based on the framework of “research situation to put forward problems to problem analysis to problem solutions”,proposing the outstanding problems for the current construction of new rural communities,combined with literature researchmethods,case research method,field survey,questionnaire survey,interview under the village,etc.Take Dajing town,Yueqing as the research object,it can be divided into five parts.The first part is for the introduction,mainly explaining the research background,purpose and significance of this study and put forward the basic ideas for China's domestic construction of new rural communities through researches on difference of domestic and foreign new rural community.Additionally,it introduces the research contents,research ideas and research methods of this paper,and finally proposing and discussing the difficulties and innovation during China's new rural community construction.The second part mainly explains the related concepts of community,traditional rural community and new rural community,providing guidance direction for the construction of new rural communities in Dajing town,Yueqing after researching and summarizing the third theory currently adopted by the domestic construction of new rural communities.The third part is one starting point of this research,taking the construction of new rural communities in Dajing town,Yueqing as an example.It introduces the general conditions and basic situations for Dajing town,providing examples of research for the construction of new rural communities.The fourth part adopts the form of questionnaire,analyzing the current situation during the construction of new rural communities in Dajing,Yueqing based on Xiao Baozhou village,Dajing,Yueqing as an example for the research.The fifth part is to make research for the problems during the construction of new rural communities in Dajing,Yueqing,summarizing and analyzing the factors that hindering the construction of new rural community.The sixth part is the foothold of this paper,mainly put forward the corresponding countermeasures and suggestions for the problems during the construction of new rural communities in Dajing town to develop a scientific,systemic and comprehensive community construction plans for providing theoretical support and referenced value for building new rural community conformed to the standard value.
