Study On The Social Guardianship System Of Russian Minors

Strengthen the state of the dilemma of minors guardianship duty to the power of the country to build a healthy growth of minors harbor,is the construction of socialism with Chinese characteristics,democracy,harmony,the full development of the country's meaning.In the new field of minors' national guardianship,the establishment of effective legal systems and the implementation of the system are the state's and the community's duty-bound.This article explores the experiences and lessons of the Russian Federation in social custody,judicial custody and national subjective monitoring by studying the historical development of the custody of minors in the Russian Federation and the latest law on the custody of minors in the Russian Federation in 2016,in an attempt to be able to make a small proposal in the fourth series of civil code drafts to contribute to the application and improvement of the system of guardianship of minors in our country.Through the introduction of the first part,the current situation and problems of the current situation of the protection of the rights of minors in China.And under the background of the contradiction between the demand and supply of minors in China,it is urgent to construct a perfect system of protection of the rights of minors.Followed by the second part of the analysis of the Russian juvenile guardianship system,through the introduction of the three old family codes in the Soviet Union and the current implementation of the “Russian Federation Family Code”,we got an analysis of the past and present of the Russian family code on the formation and development of the guardianship system for minors.The third part,with the help of the National Guardianship and Judicial Guardianship Initiative,which deals with the protection of the rights of minors in the latest revision of the 2016 “Russian Federation Family Code”.It is systematically described how the currentRussian authorities use their own and mobilize social forces to protect the rights of minors,in particular the rights and legitimate rights of minors who do not have parental or loss of parental custody.Finally,combined with the domestic conditions and the traditional Chinese legal culture and background,put forward the policy of protection of the rights of minors in China,to achieve the principle of maximizing the interests of minors.
