Town and township governments are at the grass-roots level of governments system in China.Civil servants at the town and township governments offer direct service to people at the town and township,and the work capability,work efficiency,service attitude of the township Civil servants is closely related to the role play and policy execution of township government.What the Civil servants do not only represents the image of the party and government but also affects the government’s administrative efficiency and service level.Since the Eighteenth Party Congress,the central Committee of the party strongly plays against corruption,with firm confidence to snap out of poverty,leading the Chinese people of all ethnic groups striving for a well-off society.Obviously,township government plays an important role to finish such hard work.It’s the township government’s duty to perfect the motivation mechanism of Civil servants at the grass-roots level to fully arouse the work enthusiasm,offer what they need in psychology and daily life.Therefore,how to improve the work efficiency and the effect of town and township government service not only helps to the management of civil servants at the grass-roots level,but also be helpful to implement the various work.The essay firstly expounds the current new situation faced by the township governments,and summarizes the related theoretical basis and research achievements incentive mechanism of civil servants at home and abroad.Then in the first part,the author defines the concept of the township civil servants,and analyzes the characteristics of the township civil servants,describes the conception and function of the motivation mechanism.This chapter focuses on the relevant concepts and theoretical basis of township Civil servants motivation mechanism,involving the Need-hierarchy theory,Two-Factor Theory,Equity Theory,goal setting Theory and reinforcement Theory.Next,takes a town of Luzhou city as an example to analyze current situation of motivation mechanism about township Civil servants,including the institutions of Z town,team structure of civil servants and incentive measures.It is found that motivation mechanism which the township governments take is not so appropriate,including the goal setting of assessment is not appropriate,the chance of promotion is hopeless,cadre training is deficiency and the negative incentives is not strong enough.Considering the actual situation of township government,find out the causes of such problems: Civil servants comes and go frequently,award only without punishment,do not pay attention to further study,the assessment results is not fully used.To solve these problems,this paper puts forward to countermeasures and Suggestions to perfect the current township civil servants motivation mechanism,including to improve leadership qualities,optimize the structure of target assessment,reinforce the use of negative incentive mechanism,pay attention to personnel training,offer more channels of promotion.
