At present,the crux of a large number of social problems in rural is the weakening of peasant’s participation in rural public affairs.Therefore,how to promote the orderly and active participation of peasants in rural governance has always been an important topic of concern to both political scientists and scholars.The characteristics of peasants’ participation in rural governance have changed from“passive participation” before the founding of new China to “mobilizing participation” during the collectivization,and then to “active participation” since the reform and opening up.Especially in rural areas since the implementation of villager’s self-administration,the influencing factors of farmer’ participation in rural governance are studied from different levels varying from micro to macro.The research on the specific social foundation of the operation of villager’s self-administration is one of the most important research fields.The social solidarity of the village that characterizes the social foundation of the village becomes the enlightened perspectives of the study of peasants’ participation in rural governance.However,the past research on peasants’ participation in rural governance has often focused on the peasants’ in politics and neglected the participation of other aspects,which is contrary to the rich connotation of “rural governance”.From the perspective of village,the existing study either have only in-depth on one aspect of the village’s economic,cultural or organizational situation and the lack of the comprehensive research,or relatively lack of quantitative researches that study characters of participation of individuals embedded in village.In view of this,this paper try to expand the extension of the concept of rural governance and based on the survey of Hubei and Shandong in 2015,and the thesis analyses the present situation of peasants’ participation and differences of farmers’ participation in rural governance from the perspectives of solidarity of village.The following conclusions are drawn.First,there is a significant difference in the degree of participation of different dimensions of rural governance.Peasants’ participation in society is the highest,and peasants’ participation in public facilities is the lowest.Meanwhile,the peasants’ political participation is still at a low level.Second,the village solidarity has an important influence on the farmers’ participation in the rural governance.The village longitudinal economic solidarity,which is characterized by the per capital collective income of the village,has impact on the peasants’ participation.The village rules andregulations features the village culture.The stronger the binding force of rules and regulations are,the higher the degree of peasants’ participation in rural governance is.Third,their influences are characteristic of unbalance.Cultural solidarity have a stronger influence on peasants’ participation than the economic or organizational solidarity.Fourth,organizational solidarity are endogenous from the strong cultural and economic solidarity.Therefore,it is an important way to enhance the degree of the peasants’ participation in rural governance,to attach importance to and strengthen the construction of the village culture,especially the village rules and regulations.Meanwhile,the village collective economy not only has the important economic but also political significance in the context of the shortage of rural governance resources.The development of village collective economy is one of the effective ways to promote the participation of peasants in rural governance.
