Research On Problems And Countermeasures For The Hearing System Of The Public Participating In Major Project Decision

In recent years,with the gradual promotion of legal process of legislation and the stable development of national economy and society,the citizen's spiritual civilization is enhanced significantly with the improvement of material civilization.Participating in national management and pursuing bigger self-value are more and more obvious.Based on the current status of the public participating in decisions of major project involving many stakeholders,analysis is made and countermeasures are put forward from three dimensions in this paper.The first one is regional dimension.Take the underdeveloped K County in Western China as the example and compare the hearing system of the public participating in government decision in Eastern China and foreign countries.The second one is time dimension.From recent 5 years,deeply analyze the development and current status of the public participating in government decision in K County from the quantity,method,specific function and subsequent influence of the public participating in government decision.Especially analyzed two typical hearing cases K county in sichuan province,one of the K for sichuan county sewage treatment plant phase I and phase ii project of the hearing,in detail from its source involved in the decision of hearing,the hearing participants,to participate in the way of hearing,the hearing results using,etc.,the entity analysis of hearing system in our country in the central and western regions under the system of existing operation mode,and to analyze the pros and cons,further basis for instance to create a hearing mode.The third dimension is theory dimension.Refer to the development,mode and some research achievements of domestic and foreign hearing system of the public participating in government decision,combine the actual condition of K County,try to establish a series of standard and dynamic model of the public participating in hearing and put forward suggestions for Kaijiang County to implement the public participating in government decision in the future.
