| Confronted with the more and more integrated world economy nowadays,our country goes globally deeper and deeper.More and more foreigners visit China,and our Municipal Public Security Bureau shows them excellent service level of administrative organs in China in exit-entry administration.As far as it is concerned,the most important work in the exit-entry administration is to endeavor to improve our service level.In recent years,our country pays more and more attention to the research and implementation of the service industry,social welfare and public security.And the fundamental and strategic status of standardization is significantly enhanced.As an important part of social public undertakings,exit-entry administration plays an important role in maintaining stability,promoting the opening and serving the people.To actively boost the standardization of the exit-entry administration,and to establish a scientific,systematic and efficient standardized operation system have far-reaching strategic significance for sustainable long-term development of the exit-entry administration.This thesis makes systematic research based on the new public service theory,the theory of total quality management,benchmarking management theory,integrated use of literature research,and case studies.Researches indicates that problems in the exit-entry administration in Tianjin mainly lies in as follows: service ideas of our team unsuitable for the development of society;lack of systematic and complete service system;too extensive informationization construction;lack of maneuverability of service standards.Studies show that reasons for those problems in the exit-entry administration in Tianjin are as follows: service standardization level of receptive staff needs to be improved;to improve our service,the construction of our team should be enhanced;service content should be standardized;and inadequate police resources hamper the improvement of the service system.Given this,this thesis conducts a standardized system design for the administration and service of the Department of Exit-entry Administration of the Tianjin Municipal Public Security Bureau,and proposes A and B two types of modules of the exit-entry administration and service in accordance with nature of the work.Type A is the exit-entry receptive work.Type B is administration work and service for foreigners.These two types cover all exit-entry work as well as its administrational and service function.According to the basic standardized module design,the standardized exit-entry administration and service system can be divided into three levels: the first level is the basic system;the second level is modular system,the third level is departmental system.And in line with the basic standardized system-wide exit-entry system,and with the reference of module types and system levels,the standard system can be divided into three levels: basic system standard,the implementation of modules system standard,and department implementation standard.Assessment mechanism is the core operation system of standardized exit-entry administration and service,and is the key means to carry out standardized responsibility system,to reflect the advantage of standardization,and to achieve the final goal.The assessment mechanism mainly contains four parts: content of assessment,assessment form,assessment period as well as incentive and punishment programs.On the basis of summarizing the preliminary results of the construction of exit-entry administration and service in Tianjin,this thesis makes further indemnificatory proposes to improve allocation standard of resources,optimize police service standard,improve service process standard,construct standardized and in informationizied service platform,and make clear the standard of the time limit of service. |
