The Study On Optimization Of The Production Safety Regulatory System Of Township

The report of the Third Plenary Session of the 18 th CPC Central Committee pointed out that “We will deepen the reform of production safety management system, establish a potential danger inspection and management system and a safety prevention and control system to contain the occurrence of major accidents.” Production safety regulatory system of township directly affects the quality of the situation of production safety in China. The new “Production Safety Law of the PRC” sets the function of supervision and inspection in people's government of township. Therefore,this article mainly talks about the production safety regulatory system of township.Firstly,this article discuss about the concept and related theory of production safety regulatory system of township.Secondly,taking the Mishi town as an example to explain how the production safety regulatory system of township works.Thirdly,there are many problems in the production safety regulatory system of township.For example,the lower overall quality of the employees, rectify of the potential danger are limited, the incentive mechanism is unreasonable, the responsibility is not clear, the emergency plan is useless.At last,in view of the problems and reasons in the article,maneuverability countermeasures to optimization the production safety regulatory system of township are proposed:The first point is to rationalize the system of the production safety regulatory of township by strengthen the sectoral coordination?improve the incentive measures and etc;The second point is to innovate the education and training system;The third point is put forward the principles and models of the safety early warning system based on the potential danger inspection;The fourth point is to contrast the capacity of the emergency between country and township,to refine the rescue step,to analysis the merits and drawbacks between tabletop and combat exercises,put forward the suggestions and methods to promote the normalization of the emergency drilling of township.
