Research On Result Output Mechanism Of Chinese Government Decision Making Consulting Institution

As the social organization of public policy and public decision-making,government decision-making consultation plays an important role in the development of economic and social development in China.In essence, the significance of the establishment of the government decision-making consultation is to influence public policy through the research results. With the arrival of the since the media age, government decision-making consultation who want to achieve this objective requires not only the quality of the research results, but also more attention to the construction of output platform construction and output skills, also establish perfect mechanism of output.Based on the IAD framework and Mallet F J transmission mode,Comprehensively using literature survey, sample survey and field survey method to build the framework of the output mechanism of China’s government decision-making consultation,this article analysis the current situation, problems of the output mechanism of the government decision-making consultation mechanism with different characteristics, and find out the influencing factors.It also puts forward policy suggestions to improve the output mechanism of the government decision-making consultation.This paper mainly includes five aspects:Part Ⅰ:This paper mainly explains the background and significance of the research.It also analyzes arranges the domestic and foreign research literature, and defines the relevant concepts of the government decision-making consultation result output mechanism.Part Ⅱ:It constructs the content frame of the output mechanism of the government decision-making consultation result output mechanism, including the research results of the quality assurance mechanism, the results conveying mechanism and the output information feedback mechanism.Part Ⅲ:Based on the previous research and the practice, We divide the government decision-making consultation into three categories:official, private and university.In this paper, we select 30 different types of government decision-making consultation by means of sampling investigation. Through the collection and of Internet data and field survey, the paper analyzes the running situation of the result output mechanism and finds out the existing problems.Part Ⅳ:This paper analyzes the data of the major projects of National Social Science Fund, and find out the reasons of the problem.It mainly explores the causes of the problem from three aspects:the abuse of government decision-making system, the output ability of the government decision-making consultation and the social and cultural environment.Part Ⅴ:This paper analyzes the advanced experience of the western developed countries think tank in terms of output mechanism.The article is discussed from three aspects of the national system environment, the think tank management operation and the achievement propagation strategy.Part Ⅵ:Based on the analysis of the causes of the problem of the result output mechanism and the experience of the foreign think tank,combined with the relevant data of the project group,this paper puts forward measures to improve the result output mechanism of the government decision-making consultation from three aspects: promoting the reform of the government decision-making system, strengthening the output ability of the government decision-making consultation and creating a good social and cultural environment.
