Along with the deepening of reform and opening up,the market economy continue to improve, corruption goes to the political field penetration from the economic field.In the process of selecting and employing, the breeding of the jockeying for position, and buying and selling, canvassing votes, with corruption and unhealthy practices, to lead the cadres “ill promotion” phenomenon occurs repeatedly,“ill promotion” has become a problem that is worth to attach great importance. How to prevent and correct cadres “ill promotion” problem is an important task in front of Communist Party organizations at all levels and Departments.Using empirical research method, comparative research method, literature analysis and other methods, from the background and significance of the research, a comprehensive analysis of the research status at home and abroad. Starting from the grass-roots units of view, take the area B as an example, using empirical research method, adopt on-the-spot investigation, discussion, questionnaire, survey visits, access to information and other ways to carry out research. Combined with the research results and carry out the cadre selection and appointment in accordance with relevant provisions of the state, of area B “ill promotion” the problem causes are analyzed and found the ideological root of the problem, substantive reason and social roots. According to the causes of the problem, with reference to foreign supervision mechanism of cadre selection and at present our country policy related to cadres “ill promotion”, from detailed and practical personnel selection criteria,subject, procedure and the exit mechanism of the 4 aspects of detailed and practical selection system of people; from establishing scientific index system, information acquisition mechanism, implementation mechanism,analysis judged the results using the mechanism 4 aspects of the establishment and perfection of regular inspection, judged the normalization mechanism; from the hard implementation of cadres “ill promotion”, based on the "three" traits do 3 aspects sooner, to solve the basic problems of the construction of grass-roots cadres in the overall view, create cadres to prevent “ill promotion” security conditions. |
