| Lao People’s Democratic Republic(Lao PDR)is located in the Indochina Peninsula of Southeast Asia,it is not only a friendly neighbor country of China,but also a member of the ASEAN(Association of Southeast Asian Nations).Laos has two seasons,raining season and drying season and is the tropical and subtropical monsoon climate with high temperature country,therefore its metal mineral has great development value.In recent decades,the economy and population of the Lao PDR has growing rapidly,and at the same time,the ecological environment in Laos also has changed obviously,mainly in the following aspects: Firstly,forest resource damages,soil erosion,drought and flood disaster and other serious problems becoming more and more highlighted.Secondly,industrial production led to waste water and air pollution.Thirdly,due to the lack of effective monitoring and management,mineral resources have been severely damaged,which caused water turbidity,soil damage,agricultural production was affected.Besides,many urban environmental problems get intensified.In Laos,economic development has been constrained by ecological and environmental problems and has seriously affected social sustainable development and people’s quality of life.After entering the 21 st century,Laos is focusing on the economics sustainable development,pay attention to the environment and establish an appropriate environmental management systems.For this reason,the Lao government actively to participate in international cooperation,develops and promulgates a number of environmental protection policies and action plans and established the corresponding ministry of natural resources and environmental(MONRE),and raised the funds for ecological and environmental protectio n through multiple channels.However,the environmental law and policy systems has been established late,although the initial framework has been formed,there are still many shortcomings,which urgently needs to complement and improve,so that it can cope with the deteriorating environmental problems of the existing legal systems.This paper is studying on the historical development and current situation of Laos and China’ environment legal management and environmental and social impact assessment systems,It was introduced about the historical development and current situation of Lao ecological environment,due to the analysis and evaluation based on government regulation and ecological environment policies,the environmental management systems consists the mainly of the environmental supervision management systems and legal liability systems,the environmental and social impact assessment systems are including environmental and social impact assessment concept and the relevant content of the two aspects were compared with China,And put forward the measures and suggestions to improve the environmental social impact assessment system of Laos environmental legal management systems.The article explores the achievements and problems of the Lao authorities in protecting the environment and the opinions of the authorities,with how to better protect the legal environment and improve the legal systems,to management more reasonable,effective an environmental protection systems and to deal with the increasingly serious ecological and environmental problems will be in-depth discussion. |
