Quan Zhou Municipal Government Administrative Cost Control Research

Alone with the official cars reforming,administration cost control research aroused people's concern once again.As the helm of the social public power,government inevitably consumes resources and produce cost in the process of driving management.Nowadays,the government administrative cost which has become a common phenomenon and got the attention of most countries in the world is not a single or part of the country.To explore the control and to reduce the administration cost has become an important concept in the process of policy in the world.Based on the background of controlling the costs of government administration,this paper discusses the present situation and its influencing factors.And then comprehensive comparison the districts between every administrative cost again.In the finally,trying to put forward the control countermeasures of government administrative cost.Firstly,this paper through the research of the relevant theories of administration costs,makes a clear about definition and connotation of administration costs.And then this paper make a definition of administration costs,and provides support for the research of below.Secondly,this paper tries to select multiple influence factors according to relevant data.Through the literature method,the preliminary selected independent variables such as level of fiscal expenditure,price level,urbanization as the influencing factors of administrative costs,and then use software to correlation analysis,multiple regression analysis and test of goodness of fit,significance test,etc.The two key factors that affect the government's administrative costs are the price level and the level of urbanization.Thirdly,this paper makes horizontal longitudinal comparison and comprehensive evaluation between Quanzhou and other city government in Fujian province's administrative costs.By using the methods of analytic hierarchy process(AHP),weighted comprehensive evaluation method as the foundation,carries on the regression analysis on the influence factor of Quanzhou city administrative costs,and the nine cities in Fujian province government administrative cost analysis of comprehensive evaluation.Finally,this paper draws lessons from the successful experience of the control of the government administrative cost both at home and abroad,and combining the quantitative analysis of the affecting factors of Quanzhou city administrative cost above the control countermeasures and Suggestions of administrative costs.
