A Study On The Dilemma Of Decision-making And Executive Separation In Administrative System Reform

China has carried out a number of government institutions to reform the practice of exploration,the pursuit of administrative management and economic and social development.But also failed to break through the bottleneck of the administrative system reform,government functions have not yet fully realized.Throughout the reform of government institutions in western developed countries and regions,it can be seen that the key to the transformation of government functions is the separation of decision-making and implementation.The development of the state can not be separated from the reform of the administrative system.Since the end of the 20 th century,part of the world,the region to the separation of decision-making and implementation as the core of the different levels,different depth of the reform to explore,such as the British Executive Council reform,the reform of the Russian system,the Reform of the Local Government in China.The fundamental purpose of the separation of decision-making and execution is to break the monopoly pattern of power,and to achieve decentralization of government government,so that public power returns to public.This article is mainly about the analysis of decision-making and implementation of the separation of reform in the field of Shenzhen market supervision.First of all,the analysis of the connotation of decision-making and implementation separation,and analyze its running status;Secondly,the Realistic Dilemma of the Separation of Decision-making and Execution in the field of Shenzhen market supervision,such as the position of the decision-making body and the executing agency is not clear.Third,to analyze the reform model of foreign typical countries,but also some of the more prominent domestic practice model to do a summary.Finally,combined with the Shenzhen market supervision of the specific circumstances.It is necessary to improve the mechanism of power operation and promote public services.It is hoped that the theoretical analysis and practical summary of this paper will provide the substantive guidance to the exploration of the separation reform.
