| At present,China is in a period of rapid social transformation,interest balance mechanism and the transformation of government functions is far behind the pace of economic development,leading to the common people under the background of rapid economic development of the legitimate interests of the channel is not smooth,various social problems and contradictions highlight the bowel,leading to frequent occurrence of mass incidents.To deal with it properly,directly related to the construction of a harmonious society,as well as the credibility of the government.This paper studies the cause of mass incidents,local governments often exist degree public disposal methods misconduct,coping ability insufficiency,insufficient information,the credibility of the grass-roots government anomie and other issues,the outbreak of mass incidents accelerated expansion.The reason is the social imbalance between the interests of the adjustment of social reasons,and the emergency response mechanism of local government management is not perfect,the government execution system design of less rigorous and grassroots government executive ability needs to be improved and the flaw of the grass-roots government.Under the internal and external factors,the number of mass incidents has increased year by year,and has become the important pressure of local government.The mass incidents have seriously undermined the credibility of the government,the threat to the construction of harmonious society and people’s legitimate rights and interests.This article through the analysis from the construction and perfect the interest demand mechanism,the two governments to establish and perfect the grass-roots government’s emergency management mechanism to improve the execution and credibility of the government.At the same time,the local government of bureaucracy and other bad habits,should construct the supervision mechanism,strengthen the supervision of the grass-roots government.In addition,we must constantly strengthen the publicity of legal system,improve the legal consciousness of citizens and cultivate a good social atmosphere to constantly improve people’s law-abiding consciousness,prompting people to take legal means to express legitimate aspirations,and less mass incidents. |
