Study On Strengthening The Disciplinary Construction Of Communist Party Of China

From beginning of its founding,Chinese Communist Party was renowned for strict discipline.And that is one of the main reasons it led the Chinese people to make success in revolution and construction.Ninety years development course of disciplinary construction indicates that socialist modern construction goes well whenever the disciplinary executes well;socialist modern construction is faced with difficulty and setback whenever the disciplinary executes poor.Profound changes have taken place in the global,national and intra-Party conditions.China is at the stage of strategic blueprint for "Four Comprehensives" and China’s reform has entered a critical stage and a deep water zone.Changing environment has brought challenges to disciplinary construction of CPC and put forward new and higher requirements for disciplinary construction of CPC.The report at 18 th Party Congress of China indicates that the more complicated situation and tougher task the Party undertakes,the more disciplinary construction of CPC should be strengthened and the party should be centralization and unification.The issue is set forth by using one part exclusively.It intensively reflects the mainline of governing ability construction、progressive construction and Strengthening purity Construction of CPC and fully demonstrates the significant achievement in theory innovation of party and practical experience.It was the first time the concept of disciplinary construction has been put forward at the report of the National Party Congress.It has fully reflected our party highly value disciplinary construction and has strong determination for defending party unity.The fourth plenary session of the 18 th Communist Party of China Central Committee has played the trumpet of comprehensively advancing rule by law.The demand of Governing the party severely and managing the party by rule also put forward for all the party members.Strengthening purity construction is of great importance and is beneficial to improve scientific development,enhance the party’s leading position,smoothly realize the Chinese dream and correctly master general layout of“Five-in-one”socialist cause with Chinese characteristics.Now faint discipline consciousness still exists in the disciplinary construction of our party.The "four wind" problem and serious privileges mind of cadre are universal.Causes of the problem are ideological pluralism,unreasonable allocation of rights,power disposition,system and mechanism,the functions of censorial organization and so on.Therefore,the following aspects should be perfected: ideological aspects,strengthening belief consciousness education,creating good atmosphere of observing discipline,institutional improvement,improving the laws system of scientific and systemic,rationally distributing rights,clearing power operation,strengthening supervision by the public and authority of discipline inspection for strictly carrying on discipline.
