Firefighting forces guarantee people's life and property safety. With the rapid development of market economy, accidents happen more frequently and potential security dangers are increasing. Issues concerning firefighting are attracting more and more attention. New conditions keep setting higher requirements for firefighting forces. New generation firefighting officers are core members of their forces deciding force fighting capacity's cohesion and development. Their growth is directly relevant to the force's long-term development. How to innovate new generation firefighting officer incentive system is both a real issue faced by the firefighting force in the new era and a project of force management. Especially, with forces stepping into the information age and forces' institutional reforms deepening, the quality, capacity and mental state of new generation firefighting officers is directly relevant to the cohesion of firefighting forces' capacity, to fulfillment of the aim of intensifying police forces and thriving firefighting forces and to people's life and property safety. Under this background, the establishment of a new generation firefighting officer incentive system that can suit demands of the time can have great theoretical and practical meanings.This paper starts from status quos of domestic and international researches on force incentive system. Firstly, this paper introduces the theoretical foundation of incentive system researches and summary inspirations from researches on new generation firefighting officer incentive system under various incentive theories. Next, based on the analysis of firefighting force organization structures and new generation firefighting officers' characteristics and needs, this paper searches and analyzes existing problems of present firefighting force incentive system and thus puts forward the importance and necessity of improving the incentive system. Based on all of these and considering forces' real conditions, this paper puts forward basic principles of establishing a new generation firefighting officer incentive system. And according to these principles, frame models are be built for establishing this system. Qualitative and quantitative, theoretical and practical and macro and micro researches are all employed to assess the new generation firefighting officer incentive system and to put forward specific implementation strategies.Methods and conclusions of this paper are of tremendous meaning for establishing new generation firefighting officer incentive system, assessing actual effects of present incentive measures and further enhance pertinence and effectiveness of incentive managements.
