| Today is a time of opportunity and challenge,crisis and risk.Ulrich beck in his book "risk society",said: "if the class society impetus can be summed up in one sentence: I’m hungry! So risk society collective personality can be summed up in the other words: I’m afraid!" in the Period of social transformation,the crisis has become a rigorous challenge in the society of China,The only way to solve the problem is that do the well mechanism of crisis event and the effective measures for continuous exploration and research.The study of public panic in the transition period is a specific study of the object what public panic in the field of public crisis management research.There are three main blocks in the research focus and the main content selection: firstly,the structural analysis of the public panic events in the transition period;secondly,discuss the causes of the social transformation in the field of social transformation;finally,how the multiple governance to deal with panic events.The article mainly takes the qualitative research way,the article structure divides into five chapters.The first part about the study of the background and research significance of the public panic events in the transition period,and the research summary at home and abroad.The second chapter is the elaboration of related concepts and theories,and then discusses the concepts and theories of public crisis,public panic and public crisis governance,and lay the foundation for the following.The third chapter is the most important in the article,mainly for the analysis of the overall structure of the public panic events in the transition period,including the historical development of combing,feature analysis,classification and division of the four parts of the design.In the fourth chapter,the evolution of public panic events is proved from the non-equilibrium of transition,the heterogeneity of media participation,the imperfection of mechanism system construction and the unbalanced construction of public construction system.The fifth chapter is the construction of the multiple governance model,which mainly includes the construction of the multi-subject framework,the process frame and the systemframework. |
