| It proposed to build a service-oriented government in China in the 2006 GovernmentWork Report. Requests have been made in the 18 th National Congress of the Communist Party of China: “We shall listen to opinions from the masses before making any decisions involving vital interests of the masses”. Scholars have done a large amount of analysis and researches on the appeal problems all the time. However, the research on comprehensive platform for mass appeal is rare.It is a new issue and challenge for the Communist Party of China and the government in office in the new ear to know how to deal with the public complaint problem under new situation, make public opinion expression mechanism smooth,balance interests of various parties and transfer the above risks to opportunities.I engage in the service of people’s aspirations in street community, so I know the historical development, current status of work, and existing problems of the service of people’s aspirations in Jinzhou New District. By getting in touch with citizens with demands of aspirations, staffs in Jinzhou New District Citizen Appeal Service Platform and staffs in different functional departments, I collect numerous cases, perspectives of staffs on people’s aspirations and evaluations of people on aspirations service. In addition, I accumulate the work experience of people’s aspirations service, giving birth to my own opinions. I combine the public management knowledge that I have learned and survey research methods to write this paper. Taking the Jinzhou New District Citizen Appeal Service Platform as the research object, this paper adopts document analysis, questionnaires, and depth interviews to conduct investigations. This paper explores the work situation of Jinzhou New District Citizen Appeal Service Platform under the background of reform of the administrative system. Moreover, this paper summarizes job performance and analyzes the problems and causes of the platform during the process of construction. This paper proposes suggestions for improvement in terms of institutional aspect, platform construction and service environment improvement to provide practical basis for improving people’s appeal service in Jinzhou New District, which has a certain academic value. |
