The Mass line is created by the advanced Chinese Communist Party represented by Mao Zedong,which is based on the materialist principle of Marx's theory that the people are the creators of social history.In the important period of the New-democratic revolution,Socialist construction and Reform and Opening-up,it is a magic weapon to guide us to achieve victory.In November 2014,Chinese Communist Party held the fourth Plenary Session of the 18 th CPC Central Committee with " Governing the country by law " as the theme,which is a milestone in the construction of the Socialist Rule of law.The Rule of law being a way of governing modern countries,how to apply it in the theory of Mass line,is of great theoretical value to the modernization of Socialist countries.This paper firstly explains the connotation,formation,development and contemporary value of the Mass line by using the research methods of Summary,Text analysis and Bibliography Retrieval.Secondly,the Mass line will be interpreted in the context of the Rule of law,and it is to answer the specific application of the Mass line in four levels of the Legislation,Law enforcement,Judicature and Law-abiding.Finally,it summarizes the significance of the Mass line in the perspective of Rule of law.Among them,the emphasis is on two aspects: one is the inner logic relationship between the Mass line and the Rule of law,which can be used as a theoretical basis in the process of building the Rule of law.The two is the specific application of the Mass line in the process of building the Rule of law in China since the fourth Plenary Session of the 18 th CPC Central Committee,to analyze the application effect of the Mass line from the Rule of law practice.
