Research On Community-based Service For The Elderly From Perspective Of Network Governance

Under the trend of aging of population,the demand of the social service for the elderly increased.The function of family endowment is declining as a traditional way of supply.Service for the elderly has become a hot issue.Under the impetus of the government,community-based service for the elderly gradually developed from practices becoming an important part of Chinese social pension system.But in reality,the development of community-based service for the elderly is scattered.We found that researches on community-based service for the elderly at home and abroad are all more fragmented and the perspective of which is single.But it also provides a useful reference for the research and positioning.It is of profound theoretical and practical significance to study the community endowment service under the background of practice and research.In recent years,governance receives a considerable research interest both in society and in government.And network governance is the branch of governance theory to is to solve some complex social public service problems.In this paper,the research on the community-based service for the elderly involves the interaction among multiple individuals,departments and fields,and the network governance is a kind of cooperation mechanism and governance mode.In the research of network governance,this paper draws lessons from the network structure model of community service.Through the analysis and interpretation of the model,the paper extracts three dimensions of network structure,network background and network efficiency.The different characteristics of the three dimensions reflect the three models in the practice of community-based service for the elderly in China.It can be summarized as the core leading type,administrative cooperative type and shared mutual assistance type.On this basis,through the analysis of the three models of the community pension case,this paper further describes the operation mechanism and the advantages and disadvantages of this three types of community-based service for the elderly.Based on the above analysis,it return to the three dimensions of the network structure model of community service,putting forward the corresponding policy recommendations from three aspects in order to provide useful reference for the practice and theoretical research of the existing community-based service for the elderly.
