An Empirical Analysis Of Impact Of Government Regulation And Public Participation On Industrial Waste Gas

The report of World Health Organization in 2013 showed that there were up to 98%Chinese city's air quality among 500 major cities in China did not meet the quality standards of the World Health Organization recommends,and there were seven out of the world's 10 most polluted cities from China,The pollution of environment has brought the serious influence to the residents life,and environmental issues are increasingly becoming the focus of public concern.In order to improve the increasingly severe of air pollution by strengthening environmental regulation the public pay more and more attention to living environment,also take part in environmental protection activities frequently..However,in the face of frequent atmospheric pollution events happened recently,we should not only ask:can government spending on environmental protection and the improvement of public participation improve air pollution effectively?That's why we need to verify and solve the problem.In previous literature research,especially in domestic literature,the analysis is only focus on the government regulation of pollution control,while ignoring the research of public participation's impact on environmental pollution control,and lack of empirical research.Based on this,the article focus on the research of the level of public participation while study environmental regulation effect.By calculating Moran's indices of industrial emissions of 30 provinces in China,it is concluded that there is spatial autocorrelation exist in industrial emissions.On this basis,this article use Stata_SE₁2.1 software for spatial econometric analysis to study the relationship between government regulation,the level of public participation and industrial emissions based on Chinese provincial panel data.Besides,this article analyze the mechanism of government regulation,the level of public participation and industrial emissions,disposal the latest statistical data and analyze the status quo of industrial emissions.The results show that China's industrial emissions present spatial auto-correlation,government regulation produce "green paradox" phenomenon.Public participation is not only can effectively restrain the industrial emissions,can also promote the government regulation work effectively.But,on the whole,we can't simply concluded that China's environmental regulation produce"green paradox" or emission reduction,and should care about the net effect combined with environmental regulation' direct effect and indirect effect.Finally,based on the theoretical and empirical analysis,provide policy recommendations for the industrial air pollution control in China.
