With the advancement of administrative system reform and the enhancement of the performance consciousness in public sectors,our government departments have gradually introduced performance management.Performance monitoring is a crucial link in the whole performance management system.As an important connection between performance planning and performance appraisal,performance monitoring is a link which lasts the longest time in the process of the performance management.It conducts the full monitoring on the performance planning to correct mistakes as long as it finds them.The elimination of these problems in the implementation of the performance planning guarantees the smooth realization of the performance management monitoring.Therefore,it is imperative that an effective performance monitoring is needed for government department.Based on the analysis of the basic theory of performance monitoring and the performance monitoring system of the current government departments,this paper focuses on the performance monitoring of the "Standardized Performance Management Mode" of the Hebei Provincial Department of Finance,and gave the status of the government performance monitoring system Analysis,summed up the existing main problems and put forward the corresponding countermeasures and suggestions.In addition to the introduction and conclusion of the research background and significance,literature review and evaluation,research content and methods,etc.,this article mainly consists of four parts: The first part of this paper is the theoretical analysis of the performance monitoring.The definition,meaning,system and required theoretical research of the performance monitoring are expounded.The second part of this paper is about the status quo of the implementation of the performance monitoring.Taking the Hebei Provincial Department of Finance as an example,this paper introduces basic ideas,system practice and effect of the implementation of the performance monitoring system of the Finance Department.The third part of this paper is about main problems existing in the performance monitoring.First,the awareness of performance monitoring is not strong,which is neglected in the performance management system;Second,the performance monitoring system is not perfect with some weak links;Third,the development of various aspects of the monitoring is unbalanced,which leads to the poor monitoring because of attending one thing and losing another;Fourth,technical support of the performance monitoring methods is insufficient and restrict the full play of its role.The forth part of this paper is about the performance monitoring of countermeasures and suggestions,there are mainly four aspects: First,cultivating the culture of the performance monitoring and enhancing the endogenous power of the monitoring;Second is to optimize the model of the performance monitoring,improve the monitoring process;Third is to improve weak links of the performance monitoring and give play to the active function of the guarantee.Fourth,improving the technology of the performance monitoring to provide operational support.
