The Study Of The Responsibility List System Operation Of The Inner Mongolia Autonomous Region

In the fourth Plenary Session of the 18th CPC Central Committee,the Communist Party of China put forward the task of "comprehensively promoting the rule of law".The provinces and cities across the country began to sort out the responsibility list,Up to now,many provinces and cities have basically established the responsibility list system.This paper studies and investigates the relevant literature based on the actual situation of the current reform and it has a comprehensive exploration of implementation situation of government responsibility list system in recent years combining with the practical experience of the responsibility list audit and based on the responsibility list system.This paper is based on the mechanism of the interaction between the power list system and the responsibility list in the Inner Mongolia Autonomous Region and finds the problems existed in the system in the course of the study and proposes solutions synthesizing the study of practice and theory.Generally speaking,this paper is based on the connotation of the administrative responsibility list and its characteristics,It introduces the theoretical questions about the characteristics and value of administrative responsibility;Than,it has a general introduction of responsibilities list from the perspective of the participants in the process of auditing the administrative responsibility list;After that,it makes a summary of the questions about the current situation of the compilation of the administrative responsibility list in the Inner Mongolia Autonomous Region and its operation,then it teases the questions existing in the process of the compilation and operation of the published administrative responsibility list in the Inner Mongolia Autonomous Region and puts forward the corresponding countermeasures to the problems summarized above compared with the completed responsibilities list in other provinces and cities.The main point of this paper is that we should correctly understand the current shortcomings since the responsibility list system is a key step in the reform task of our country and improve it by enriching the theory and learning the practice for achieving its function which can contribute to the reform and construction and ruling a country by law.
