| In recent years,public private partnerships grow rapidly in China and a growing number of scholars at home and abroad are studying on PPPs.However,it is found that there are few researches on the rent-seeking preventing and curing of PPP in the academic circles in the past two decades.On the other hand,the power rent-seeking in the PPP project is not uncommon and the PPP power control mechanism is not perfect at present.In fact,supervision before the event,at present and after the event are very weak,and the prior supervision is particularly missing.Therefore,it is of great theoretical and practical value to study the PPP rent-seeking preventing mechanism.Based on power rent-seeking theory,principal-agent theory,power supervised and restricted theory and PPP theory,the paper firstly analyzes the BOT project of Shenyang 9th Water Plant and the PPP project of Changchun Huijin Sewage Treatment Plant,and put up with the necessity and urgency of building,the power restriction mechanism of PPP project.Secondly,it analyzes the PPP project of Beijing subway line 4 and the BOT project of Guangxi Laibin B power plant,and puts forward the potential of preventing rent-seeking in PPPs.For the regulatory system of the Beijing subway line 4,there are some questions:if the focus of government project supervision is reasonable or not;How to monitor and supervise the power of supervision.Who should be the regulator of PPP projects;Finally,through the British Senderland street lighting and highway signs PPP project analysis,the author summarized the British PPP project supervision experience.Through the case analysis and related research,this paper summarizes the concrete performance of power rent-seeking of China PPP project and the current situation of PPP power rent-seeking supervision in China,and then it draws lessons from advanced experience of PPP supervision at home and abroad.The writer reasonably positions the government’s role in PPP projects.Judicial organs,social supervision and even the third party supervision.etc,all involve in the supervision for PPP projects.Moreover,bring judicial punishiment into full play and strengthen its function on preventing rent-seeking.Besides,strengthen the government’s public officials ideological and moral assumptions and create a social atmosphere of ethics to achieve China’s PPP project power rent-seeking prevention mechanism building. |
