Study On The Comprehensive Law Enforcement Of Tourism In Hainan

Promoting comprehensive law enforcement is an important link in carrying out the administration according to law and deepening the reform of administrative law enforcement management system In the fourth Plenary Session of the 18th CPC Central Committee,the party proposed to implement cross sectoral comprehensive law enforcement in the areas of food and drug safety,industrial and commercial quality inspection,and cultural tourism.Tourism is a pillar industry in Hainan province.It has formed a complete set of industrial chains.And the pattern of development of tourism in Hainan province is the most representative in the country,the relevant laws and regulations,the central policy of Hainan Province,policy support,the tourism industry in Hainan area is in line with the implementation of cross sectoral comprehensive enforcement conditions.In view of this,this article discusses the construction of comprehensive law enforcement mechanism of tourism in Hainan,which is divided into four parts:The first part is the introduction of the backgground,significance and related concepts of the tourism law enforcement.Because of the rapid development of China's tourism market and the needs of China's administrative law enforcement management system reform,the construction of comprehensive tourism law enforcement mechanism has been put on the agenda.Especially for Hainan province whose tourism is an important pillar industry,the implementation of comprehensive tourism law enforcement is an important guarantee to promote the healthy development of the tourism industry and the sustained growth of the national economy.Administrative law enforcement includes three modes of single law enforcement,joint enforcement of law and comprehensive enforcement of law,and the three have their respective characteristics.The second part is the investigation,introduction and analysis of the current situation of Hainan's tourism law enforcement mechanism.Hainan Provincial Tourism Development Committee is the existing administrative department of tourism in Hainan,which has the functions of law enforcement,supervision and other aspects of tourism.In the aspect of horizontal coordination,law enforcement and supervision,the Tourism Commission takes the lead in the joint law enforcement of the relevant law enforcement departments.At present,the tourism industry is developing rapidly,and the tourism market problems emerge in an endless stream.The current tourism law enforcement mechanism in Hainan is also fecing enormous challenges.The third part mainly discusses the necessity and feasibility of constructing the comprehensive law enforcement mechanism in Hainan.The tourism industry includes six major elements:eating,living,traveling,shopping,shopping and entertainment.The law enforcement of the tourist market also involves many administrative departments.The establishment of a comprehensive law enforcement mechanism will help to resolve issues such as overlapping responsibilities and decentralization of power,and eliminate the chaos of tourism law enforcement.The regulations and policies promulgated by the state and Hainan provinces have provided an important basis for the comprehensive reform of law enforcement in tourism.In theory,comprehensive tourism law enforcement will help streamline institutions,reduce costs,improve law enforcement efficiency,and ensure the unity of power and responsibility.The valuable experience of other domestic tourism in some areas of comprehensive law enforcement efforts for Hainan province and provide a practical basis and innovation mechanism of Hainan in Sanya and Wanning to explore the"1+3" to explore the creation of Hainan tourism law enforcement and comprehensive law enforcement mechanism.The fourth part is about the construction of comprehensive law enforcement mechanism of Hainan tourism.The specific implementation process,Hainan province should improve the construction of tourism comprehensive law enforcement legal system through local legislation,legislative way clear tourism comprehensive enforcement basis,clear tourism comprehensive enforcement mechanism basic principle,and improve the tourism comprehensive law enforcement agency setting,tourism comprehensive law enforcement and comprehensive law enforcement supervision mechanism.
