By the third plenary session of the 17th communist party congress<The central committee of the communist party of China on promoting rural reform and development of certain major issue decision>,pointed out that"Guide the graduates to the village office,implement the plan of one undergraduate in one village".In order to strengthen the construction of rural grassroots cadres and improve the leadership of the party.At present,on-the-job college student village official in China has 221000,it covers more than one-third of the administrative villages.But according to a 2013 department of agriculture rural social undertakings development center survey shows,the on-the-job number in half of the college student village official monthly allowance of 1500?2500 yuan.Even 11.36%of college students village official allowance was less than 1500 yuan per month.And the university student village officer turnover was serious.The expiration of the contract rate was low.There was a college student village official's own problems.But the grass-roots hard work and living environment and low benefits,imperfect management system and so on external problems also restricted the work and development in today's college students village officials.During the construction of external system especially on-the-job work is due to the imperfect incentive mechanism construction in university student village official enthusiasm is not high and even the loss of the important factors.This study western classical incentive theory and domestic outstanding incentive mechanism research as a guide.The ningde of fujian province on college students village officials as the object of investigation and research,I have analyzed their problems and difficulties in work and life.And hoped that through a comprehensive scientific analysis of the causes of these problems.Again,from the perspective of the reason to find practical incentive mechanism.At the grass-roots level so as to promote college students' village officials solid ground to carry out the service work.Let them better in grassroots,and truly live patient,raise into the rural,capable of undertaking.This research will be based on the relevant theory of sociology,cooperate with the method of combining the quantitative analysis and qualitative analysis.I also have used literature method,questionnaire survey method,interview method and statistical description analysis of fujian province ningde on-the-job college student village official investigation.By finding the existence of assessment system,promotion mechanism,reward and punishment system and so on,I have accorded to the human nature characteristics of college student village official and demand structure and combining the theory of incentives.It put forward some countermeasures to improve the living environment,reasonable assessment system,sound promotion mechanism and scientific reward and penalty system of college student village official.
