Research On The Governance Countermeasures Of Administrative Inaction From The Perspective Of Cooper's Responsibility Ethics

At present,our country's economy has entered a new normal,reform is in a crucial area and deep water area,facing the new situation and new challenges,the Third Plenary Session of the 18 th CPC Central Committee proposed overall development goal: comprehensively deepen reform and promoting the modernization of national governance and the governance system.The realization of this goal needs the efforts of the administrative organization,administrative personnel and the joint of all citizens.Administrative organs and their staff as the "agent" of the people,the manager of public affairs,they should fling themselves into the construction of the socialist career with high spirits and a positive attitude,play the role of mainstay in national construction,but the administrative organization and its personnel have no regard for the opinions and demands of the masses,ignoring their shouldered administrative responsibility,defy the professional ethics as the administrative subject.Due to the characteristics of concealment,administrative inaction is difficult to detect,and often brings the illusion that its harm is much less than corruption and other administrative activities which not conform to the administrative ethics regulations.in fact,administrative inaction can caused serious consequences in the political,economic,social,cultural and other aspects in the long run.Administrative ethics is a series of values,rules and regulations that the administrative organ and its personnel should be adhered and followed in the administrative practice.Administrative responsibility ethics is an important part of administrative ethics,this paper mainly discusses administrative responsibility that the administrative subject should bear in administrative practice.Terry.L.cooper,is a famous professor of administrative ethics in American,in his book the approaches to realize administrative responsibility: administrative ethics,cooper described the administrative responsibility ethics in detail,and put forward administrative responsibility ethics is the important content of administrative ethics research.From the perspective of cooper administrative responsibility ethics,this paper defines the meaning of the administrative inaction,elaborating its manifestations in our country,summarizes the characteristics of administrative inaction phenomenon,points out the damage its may caused in political,economic,social,cultural and other aspects.Under the guidance of cooper's administrative responsibility ethics theory,from the administrative individuals,organizations and social environment three aspects to analyze the cause of the administrative inaction phenomenon appeared.Finally,from the angle of administrative individual,administrative organizations and the social environment,put forward the measures to crack the hard nut of administrative inaction and the path of shaping the responsible administrative subject,tries to provide some useful ideas on the solution of the administrative inaction phenomenon.
