Research On The Mechanism Of Villagers' Self-government Protection From The Perspective Of State Administration Modernization

The Third Plenary Session of the Eighteenth Central Committee decided that the overall goal of comprehensively deepening reform in 2020 is to promote the modernization of the state governance system and governance capability.The rural problem has always been an important problem to be solved urgently in our country.The governance of the countryside must be an important part of the state governance.Our country is a traditional society,which has a long history of agricultural civilization.Rural development and prosperity is always closely related to national stability and order.Since 1980 s,the villagers' self-governance system has made significant achievements in practice,and created Chinese characteristic socialist democracy at the grassroots level pattern.Under the villagers' self-governance system,villagers democratically elected villagers' committees as their own interests,maximizing their own interests by the village committee to participate in democratic elections,democratic management and democratic decision-making and democratic supervision.The villagers' self-governance system is a grass-roots self-government system of broad participation of Chinese farmers,is a major innovation of China's political system.Although the villagers' self-governance system has made remarkable achievements,there are still some deep-seated problems,especially the systemic problems,hindering the further development of the villagers' self-governance system.Play the advantages of the villagers' self-governance system is the indispensable link in the current rural governance.Under the governance of modern horizon,guaranteeing the improvement and development of the villagers' self-governance system under the change of social demand,discussing guarantee mechanism of the system to find the existing problems,and accordingly puts forward the countermeasures to solve the problem is very important.No matter from China's political philosophy view or from the perspective of the political law of development of China,the researches of the guarantee mechanism of the villagers' self-governance system are important supports for the development and improvement of the system under the background of national governance modernization.Apart from the introduction and conclusion,the main text is divided into three parts.The introduction part mainly includes four aspects: first,analyze the proposition of the topic and its research meaning;the second is to make a simple review of the existing research results in this field;the third is to made clear instructions about research ideas and research objectives of this article;the forth is to introduce the possible innovations and shortage of this article.The first part of the body content has analyzed the related concepts involved in the thesis,which is from management to governance,and then state management modernization,from the interpretation of self-governance to the definition of the guarantee mechanism of the villagers' self-governance system,and also analyzing the endogenous relevance of state management modernization and the guarantee mechanism of the villagers' self-governance system.The modernization of national governance requires perfecting the guarantee mechanism of the villagers' self-governance system.From the perspective of institutional modernization and governance subject,the modernization of national governance plays a role as the power and source of innovation and development of the guarantee mechanism of the villagers' self-governance system.The second part of the thesis has analyzed the problems and causes of the guarantee mechanism of the villagers' self-governance system.The main problems are: the imperfect of legislation system,loopholes of the power mechanism,the deficiency of driving force in rural autonomy,villagers lack the consciousness of democracy and autonomy and so on.And the thesis analyzes the causes of the problem mainly from system,institutions and political culture.The third part is mainly about solution countermeasures for corresponding questions proposed,trying to build a relatively complete guarantee mechanism system of the villagers' self-governance.The conclusion section is an overall summary of the thesis,some conclusions the author has got and prospect about related extension researches about the guarantee mechanism of the villagers' self-governance system.To develop and consolidate the guarantee mechanism of the villagers' self-governance system,there should be a certain system conditions,we can't understand the so-called system conditions only as stable rule system of the operation of power,rules and regulations.There is no doubt that the advancement of institutionalization is of great significance to perfecting the guarantee mechanism of the villagers' self-governance system.Examining the guarantee mechanism from the perspective of the modernization of state administration is also a new exploration of the connotation and value of the guarantee mechanism of the villagers' self-governance system.
