Since China's reform and opening up in 1978,the implementation of the reform and opening-up,with the rapid development of domestic economy,the development of ownership and labor relations with the reform of economic system and the gradual development of economy with the new changes,China's labor relations from the planned economy era single labor relations experienced "downsizing" and "enterprise restructuring" and "replacement identity",such as the initial completion of the reform of the labor system,the ownership structure from the pre reform single public ownership to a variety of common ownership economy,labor relations are diversified,in recent years China's "labor law","labor contract law","labor dispute arbitration law","social insurance law" and other labor laws and regulations gradually perfect,in the current economic and social relations,labor relations is one of the most important labor The harmonious index is an important target of economic and social stability in a region.In the present Chinese,Chinese economy is in an important period of production to adjust the structure of labor relations,presents the trend of diversification of labor relations showed a different trend in different regions and different sectors of the economy,the labor dispute cases in some areas of high wage arrears of migrant workers,and harm the interests of workers of the phenomenon is more prominent,group events have happen,harmonious labor relations difficulties.This paper based on the Sanmenxia city to carry out the collective salary negotiation practices and achievements and summarizes the current findings,the collective wage negotiation subject in the implementation of the collective wage consultation system in Sanmenxia are the main problems,the construction is not in place,the collective wage consultation system construction is not standardized,the collective wage consultation content at the surface is not deep enough,wages the collective consultation form does not discuss the practical problems,the implementation of the results of the collective wage negotiation is not in place,regional and industry collective wage negotiation imbalance problem,analyzes the causes of the problems,drawing lessons from the domestic and foreign successful experiences and mature model,combined with the economic and social system that through legislation to guarantee the smooth implementation of the collective wage consultation;strengthen the government leading create a position of collective wage negotiation in good operation environment;play the three parties to the Labor Relations Commission The members of the unit will function to ensure the implementation of the place;into the grassroots enterprises to carry out centralized offer action;strengthening legal aid to enhance awareness of rights five aspects further to the implementation of the collective wage consultation system.
