Since independence in 1975,corruption is in modern development stages of Papua New Guinea,only a slight difference in severity.Compared with the independent to the 1980 s,corruption of the 1990 s are with three major characteristics:High government,internationalization,unwritten rules.Increasingly rampant corruption has great destructive and harmful effects on the development of modernization.It not only hinders the country’s political legalization and democratization and reduces the government’s credibility and legitimacy,but also restricts economic development and affects the improvement of people’s living standards.Papua New Guinean attaches great importance to it.Since independence,successive governments has adopted many measures to govern the corruption,which not only include enacting Organic Law on Duties and Responsibilities of Leadership and Organic Law on the Integrity of Political Parties and Candidates,regulating the behavior of leaders and party,but also forming the authoritative anti-corruption agency Ombudsman Commission,as well as other anti-corruption organization.The efforts have achieved certain results.As a result,a series of corruption cases are reported and many corruption molecules are punished.But the results are poor,which can not satisfy people.Papua New Guinea is still faced with severe situation against corruption.Over the years,according to the transparency international corruption perceptions index,Papua New Guinea is still serious corruption country.This phenomenon is not only related to the un-institutional reasons: the loopholes in existing anti-corruption system and political parties and political instability,as well as unsound supervision mechanism,but also is related to institutional reasons: the historical inertia of traditional culture,the weak political will of the anti-corruption campaign,the lack of integrity ethics,which cause serious corruption and poor governance effect of Papua New Guinea. |
