With the further development of socialist harmonious society,the state has put forward the rule of law,the establishment of service-oriented government,decentralization and so on in response to initiatives for the development of a harmonious socialist society.lt is an effective way to solve the administrative dispute to adapt to the harmonious development of the society through the agreement,the equal communication and consultation between the parties.As an efficient way to resolve administrative disputes,administrative reconciliation has been widely used in practice.However,due to the influence of traditional administrative theory,administrative reconciliation is not complete in the form of legal provisions.Since twentieth Century,foreign administrative law has basically established a prefect system of administrative reconciliation.At present,in accordance with the administrative reconciliation in practice of exploration and development,the establishment of the system of administrative reconciliation system's condition has been basically mature,and learn from foreign advanced experience,the administrative reconciliation system of the legislative agenda,perfect the procedure,the administrative reconciliation law,improve the relationship between both parties,to to promote the development of socialist harmonious society.This paper is divided into four chapters:The first chapter is about some basic theories of administrative reconciliation.This paper discusses the basic concept of the concept,characteristics and value of administrative reconciliation,which lays the theoretical foundation for further research.The second chapter is the basic theory of the main support of the administrative reconciliation system are analyzed and summarized,including the basic theory of jurisprudence and administrative law theory,realistic foundation and the administrative reconciliation system are analyzed and summarized,to provide theoretical support for the subsequent construction of the administrative reconciliation system.The third chapter on Chinese current administrative management concept and provide the extraterritorial administrative reconciliation system to improve the experience of analysis,as well as the current administrative reconciliation in our country exploration practice,the feasibility of constructing the administrative reconciliation system in China.The fourth chapter is on the basis of the three chapters,try to administrative reconciliation system construction.Including the basic principles of the administrative reconciliation system followed by the scope of the specification and design of the reconciliation process,and finally put forward the relief and supervision of the administrative reconciliation system,make administrative reconciliation system reasonable,play the most important the role of promoting the harmonious development of society.
