The Study On The Dilemma And Treatment Path Of Medical Disputes Handling In Secondary Hospital Of County

In recent years,China's medical and health undertakings have developed rapidly,the quality of service has been greatly improved,but the existing health resources can not meet the growing needs of the people.The marketization of medical and health services under the reform of medical system makes the fairness and equalization of public services decline,and the medical disputes become more and more serious.The emergence of medical disputes,not only cause adverse effects to the normal order of medical institutions,but also lead to loss both to doctors and patients in economic and spiritual,the deterioration of the doctor-patient relationship,brings serious security risks to the social public order.The causes of medical disputes include not only the dissatisfaction of the treatment effect,but also the poor communication between doctors and patients,the decline of hospital public welfare,the improve of the expectation of patients and the enhancement of the awareness of rights protection and so on.In addition,the existing medical dispute resolution mechanism is not perfect,making it difficult to effectively solve the disputes,but also contributed to the"medical trouble" and other harsh behavior intensified.The proper handling of medical disputes is not only directly related to the normal work order of medical institutions and the protection of the vital interests of patients but also more related to the construction and development of the harmonious society.At present,most of the studies are concentrated in the provincial and municipal's top three hospitals,the current more effective third party mediation system is also built on the basis of those hospitals.To the secondary hospital as the main composition of the county hospital did not receive enough attention,but as we all know,due to economic development,cultural education and the situation of medical and health services,the county area be lower than the provincial and municipal areas,and the majority of patients and doctors' educated is lower than the provincial's level,and county hospital don't have systematic and effective way to deal with medical disputes at present.Therefore,how to solve the plight of medical disputes in the limited resources and more difficult environment and to build a settlement mechanism which is suitable for the development of secondary hospital of county is very important.On the basis of the research topic and the purpose of this article,the author firstly uses the conflict theory to illustrate the medical disputes and characteristics of secondary hospital of county hospitals,and summarizes the treatment methods and the particularity of medical disputes.Then select Z County in Henan Province as a case to research,we hope that through questionnaires and in-depth interviews to understand the current situation and difficulties of medical disputes in this county.Then,based on the theory of crisis management and the requirements of governance theory,the paper puts forward the countermeasures to solve the problem of secondary hospital of country's medical disputes in four counties from the following aspects:the prerequisite requirements,the critical path,the basic security and the difficulty to resolve.On the basis of diversified dispute settlement mechanism,this paper puts forward a long-term governance mechanism:first,it is necessary to improve the existing three kinds of traditional medical dispute resolution;Secondly,we should build a framework of divers:ified governance mechanism,from the platform to build,optimize the system,the introduction of the system and other aspects of reform;Furthermore,the improvement of the security mechanism,we should guaranteed the system through the responsibility of a number of main body is clear;finally,improve the supervision mechanism,so that the governance path of diverse solution mechanism can be improved.
