The Practice And Promotion On Community Grid Management

In recent years,promoting the innovation and reform of management system has gradually been an essential strategic task raised by the party central committee.The 17th CPC National Congress report pointed out that "We should establish a sound social management pattern guided by party committees and in the charge of government with social cooperation and public participation." The 18th CPC National Congress required that "We must accelerate forming a social management system led by party committees and in the charge of government with social cooperation,public participation as well as legal guarantee." In light of practice,social management system is,in the essence,the transformation of government function,whose key is to conforming nation and social conditions,capturing acting point and exploring new methods.As the community's governance and service is the important fundamental work for promotion of social harmony and the crucial content of intensification and innovation of social management.At present,the reform of community management system is in the searching stage while the gridding mode of community,one of the important measures of the reform,has drawn much attention after its debut,and made remarkable progress during the course of implementation in relatively prosperous metropolises such as Beijing and Shanghai.However,medium and small cities take up 90%in the number of overall cities of China,and how to facilitate urbanization drive by means of launching community gridding management in those cities is devoid of relevant study.This paper is based on the study of practical case,taking the example of community gridding management is Xialu district of Huangshi and making investigations,analyzing along with issues research.In 2001,Xialu district as the trial zone initially started the work of reforming social management system in Hubei Province removing 3 street offices and direct job communities,reducing management levels and adopting flatting administration.In 2012,the community carried out the structure of "two committees and three stations"(the former includes community party committee,neighborhood committee,the latter,public service station,mass work station and cooperative work station),taking shape of the new set of community management that regards the community party organization as its care,the neighborhood committee as its foundation and the community work station as its platform,involving various social institutes and economic groups.It is backed up by mass work station and practices the comprehensive gridding governance,based on real population and house data,integrating information from different departments like civil administration.,family planning,city management,industry and commerce,real estate,building up the overall database platform of social administration together with setting up service mechanism featuring prompt discovery and tackle of problems and enhanced practical responsibility.In the past 4 years,the practice of community gridding management in Xialu district has made certain achievement:the people-oriented idea gets deeper into people's mind,party's organization strength of basic level is more prominent,the extension of service and gets closer to people and people's participation is more active nevertheless,there are problems including the obscure transformation of government function,citizen participation procedure in need of improvement and hysteresis of information platform.Consequently,Xialu district needs to further follow the successful community grid drive in such places as Beijing,Shanghai.At the same time,it should utilize the bill of rights system,completing the performance evaluation of grid management,strengthening the construction of community grid information platform,increasing funding support,attaching importance to the construction of community grid management team,establishing mechanisms to guide citizens to participate actively,etc.so as strengthen community grid management development in Xialu district.
