A Research Of Obstacle And Countermeasure In Transferring Of Functions From Government To Social Organizations

In the report to the Eighteenth National Congress of the Communist Party of China, it puts forward that, "quicken the pace of establishing a system of modern social organizations in which functions of the government are separated from those of social organizations, rights and responsibilities are clearly established, and social organizations exercise autonomy in accordance with the law". The government’s transfer of functions to social organizations is the key work of Commission Office of Public Sectors Reform. In the next stage, the government will transfer some administrative management functions and functions of public service to social organizations, so as to consistently improve the administrative effectiveness of government.Currently, Government of Ouhai District has kept up the pace with the municipal government and been accelerating the pilot work of transferring governmental functions to social organizations. "Vigorously improve the people’s livelihood, bring the benefit of development to all, innovate the social management and promote social equity" will become the theme of future development, and all these cannot be realized without the participation of social organizations.In the paper, the writer took Ouhai district government and the social organization as the study object and aimed at trying to provide the reference for policies and systems made by the district government when transferring the function toward the social organization, by taking the district government as the research perspective and by using the methods such as document analysis and comparative study and so on. By looking up the present normative documents about government functions transfer made by the district government, the writer made the interview to governmental agencies and social organization staff and made the questionnaire survey to citizens under the jurisdictions to understand the current situation of the function transfer work. the writer got the results as follows:the obstacles which were faced by Ouhai district government when it transferred its function to social organization are as follows:the standard and process of function transfer in district government are not distinct; social organization has not enough capability to accept the government functions; district government has not the effective supervision system for the social organization and the public participation degree is low. By analyzing the role position and of the district government, function transfer system, the construction of regulatory system, the forming reason of social organization, capital source, talents system, financial control system and the public participation situation to the social organization, the writer got the reasons which caused the obstacles and the main reasons are as follows:the district government is in the transitional period in government functions transformation period; the construction of social organization is lagging; district government has not the sound supervision system for the social organization and the public lack civil society culture and public benefit culture.The writer used the experiences about social organization register system, support system, supervision mechanism made by other city governments at home and abroad for reference and put forward the countermeasure:the district-level governments should define the standards and processes when transferring the functions and they should establish the cultivation mechanism for the social organization; especially in the people’s livelihood field, they should train the social organization first, improve the supervision and regulation methods for social organization, train public benefit culture and civic awareness for the citizens to push the government functions move toward the social organization by using many ways.
