| This paper is written as per regulations of Anti-Drug Law in 2008 with combination of current situation of drug rehabilitation program. Deficiency in human resource ability redevelopment of drug users is illustrated objectively. It is found that present program is far from legislation and social expectations and improvement or even reformation is required. Huge safety hazard and massive human resource waste is caused to the country and society by lagged or void improvement with support of data.No. Z Drug Rehabilitation Center in Y Province is selected as research object for human resource ability redevelopment to reveal the insufficiency in our national human resource ability redevelopment of drug users in current judicial administration drug rehabilitation system in China. The reason of little achievement on human resource redevelopment is deeply explored through macro institutional study, legislation level and micro study on practical situation of No. Z Drug Rehabilitation Center, together with study on 4 training phases i.e. training requirement, teaching design, training plan implementation, assessment as well as study on training analysis, education and motivation applied in this Drug Rehabilitation Center. Improvement recommendations on physical fitness quality, aptitude quality, skill quality, political thinking quality are put forward for human resource ability redevelopment program of No. Z Drug Rehabilitation Center in Y Province with application of human resource management knowledge. It is expected that human resource ability redevelopment of drug addicts attached important by management and society, reform propelled at institutional perspective, resource allocation more reasonable, training process more scientific, social interaction more close so that human resource potential of drug users can be excavated adequately to create social value in the meantime lower violation of laws and crime rate. A new way of thinking and another path to withdraw from drug addiction is proposed through this paper. |
