A Scientific Evaluation And Optimization Study On The Contingency Plan System Of XA Expressway

Recently, as shopping online getting popular promotes the development of tansportation, expressway, which covers long distance, becomes one of the most convinent and fast road one would like to choose. However, the rapid growth of cars on expressway reflects the improvement of social economy, while increases the traffic pressure,turning into the possiblity of emergency. As a fully enclosed, individual area, any emergency on expressway will threatens the cars passing by and the surroundings. At present, the emergency on expressway not only traditionally includes traffic accidents and natural disasters, but also comprehensive accidents concerning many units and departments. The article, starting with domestic and international research status, carries a scientific evaluation for the contingency plan system of expressway by the questionnaire survey, intensive intreviews and group meeting on the basis of risk society theory, public service theory and the theory of crisis management. By building proper evaluative features, the study picks up those who handle emergency on expressway, those who mange the contingency plan of expressway and expert on emergency management to evaluate the current system. According to the result, the author analyses the reasons having nagative effects on the contingency plan system suchu as system design, formulation procedure, personnel, legal and scientific support and road conditions. And she puts forward four corresponding suggestive strategies to enrich concerning research contents as well as to improve the system.
