Study On Community Correction Management In Lucheng District Of Wenzhou City

Community correction system in our country is still in the initial stage. The construction of community correction system on inmates can better management, and effectively promote the continuous improvement of community correction system in our country. It is also a major change in the social management system in our country. Community correction is an important part of China’s public security management, compared with a penalty such as prison. It can more effectively reduce consumption of judicial resources, weaken the negative impact of punishment in our country, and reduce the crime rate in this way. These advantages are showed that it is important to establish and improve the system of community correction in our country. Our country selected six provinces and cities in 2003 pilot system of community correction, and took six years to widely promote in our country. Community correction has shown a strong vitality, and in all areas of practice, good results have been achieved, which include not only social effect, including political effect more. But in view of the current social and economic development level, people in such aspects as legal concept, traditional concept has not yet been fully acknowledging the community correction system. It also makes the implementation of the system and to push forward the work as a guide. It still needs more practice in the work draw experiences and lessons, to promote the comprehensive development of community correction system in an all-round way. This paper is based on the practice of community correction in Lucheng District of Wenzhou City. The author makes an in-depth investigation and analysis of the views and opinions on community corrections from management departments, inmates, ordinary residents and so on, and tries to find out the innovation mode which is beneficial to the community correction work in our country from the grass-roots level.This article first explains the concept and theory of community correction, and points out the practical significance of community correction according to the relevant theory. Then, interviews were conducted with different levels of community corrections officers and grassroots community correction workers in Lucheng. The author also visits a number of communities involved in community corrections and listens to the opinions of the masses on community corrections. While a questionnaire survey was conducted among inmates and ordinary residents. Then, in the present situation of Lucheng community correction development and the specific work, the author points out the common problems of Lucheng community correction, which involves the community correction mechanism, working mechanism, community correction work team of community correction, and people’s lack of awareness. Finally, on the basis of the analysis and thinking of the relevant issues, the author discusses how to optimize and improve the community management institutions and work mechanism, puts forward to strengthen the community correction work team construction, deepens the understanding of community correction work and comprehensively promotes the improvement and perfection of community correction system.
