A Study On Issues In Management Of Rural Geracomiums And Proposed Solutions

Rural homes for the elderly are public service organizations to provide social welfares to the most difficult and the most vulnerable groups of people to ensure basic living.The solutions to improve their life,health,pension and other needs are critical to the implementation of poverty and highly related to the social harmony and stability,to building a comprehensive well-off society,and to the country's reputation,which are the fundamental responsibilities of the government.In recent years,rural homes for the elderly in rural areas,as a solution to the poverty problems,played an important role in social security,and began to get more attention.Department of Civil Affairs as well as other relevant departments have been playing a leading role in establishing the "three no" social welfare for the elderly by building nursing homes in urban areas.By building homes for the elderly,homes for well being,homes for five guarantees(the first one dominates and the other two are supplement),we can provide centralized support services to senior citizen,in particular the elderly sick people,in different economic conditions.Obviously,rural homes for the elderly will become an important way to alleviate the pressure of rural endowment in China.However,at present,the rural homes in China only accept certain group of people,the quality of management and service still have considerable space for improvement.Therefore,in this context,a study on identify and solve those management and operation issues is particularly urgent.In this study,based on the theory of social assistance and public welfare socialization,I reviewed the existing theoretical literature and learned from existing experience,literature research,interviews and questionnaires and other research methods.Focusing on the management issues,an investigation is conducted on 21 representative nursing home in C City of Hunan Province.The basic situation of rural nursing home management operation are studied,and the existing operational problems are identified.The results show that the infrastructure in different regions vary significantly,the residents are limited a single group of population,the operation and management have big issues,the funds highly rely on certain sources,and so forth.Through analyzing the management responsibility,financial security,occupancy rates and historical issues,the reasons of those issues are identified.Finally,solutions are proposed to improve those rural nursing homes,including improving infrastructure,improving the management level,expanding nursing clients and broadening the sources of funds.
