In many cities in our country,there are many managed classes for primary and middle school students.These institutions provide primary and middle school students and their parents with a lot of convenience,hosting outside the school make up for the open points for schools and parents.It is helpful to promote employment and it has positive significance for students,parents,society.The legal relationship in hosting mainly includes two aspects: students and hosting;hosting and managers.So considering the characteristics of legal relationship,we need effective legal regulations.We need analyze three aspects: legislation,law enforcement and judicial.Now we have no targeted policies for hosting,there is no more laws and regulations.This is a key to develop laws for many problems between hosting.Look from the details there are a lot of problems in many hosting outside the shool.Such as the threshold is too low to the market,the bad competition environment,the wrong management,safe hidden trouble,the teacher's qualification etc.These are all universal and difficult problems.They are may be between students,parents,society and many managed classes.In addition,legal regulation problems in managed classes in our country have many ways such as the lack of legislation include the national and the local,the poor supervise and manage,the poor Dispute resolution mechanism,the invalid association etc.So in addition to the perfection of legislation,our country should also make the multi-sectoral coordination,improve the level of law enforcement;find the way to settle disputes,play the role of litigation and mediation;to develop of related industry association,to make it play more roles.We should also study experiences of the United States and the European,such as found managed classes from the view of public welfare,modify the special laws and regulations etc.In a word,we should take effective and powerful legal regulations to establish a good hosting order,to protect the legitimate rights of students and there parents and make the society becoming more harmony.
