Research On The Unequal Sharing Of Social Public Resources And Its Fairness

Because of its commonness,universality and sharing,social public resources have a pivotal role in social development,people's happiness,national long-term stability and so on,and more and more attract people's attention.In particular,the Communist Party of China in the fifth Plenary Session of the 18 th CPC Central Committee introduced the principles of innovative,coordinated,green,open,and shared development,which have provided positive policy support for further establish of the new concept of social public resources sharing.But the focus of shared development is to address the issue of social equity and justice,only by the social fairness and justice as the basis and support,public resources can achieve universal income balance and results sharing in the development,use,configuration process.firstly,this paper expounds the basic theory of social public resource sharing and its fair trend,defines the concepts of social public resources,sharing and difference,selectively combs the theory of social equity both at home and abroad;Secondly,it analyzes the historical evolution and characteristics of social public resources in China since the founding of the people's Republic of China;Thirdly,it examines the differences,hazards and causes of the existence of social public resources in China's society.Finally,this paper puts forward the fair countermeasure of social public resources sharing in China,such as raising public awareness and fairness of public resource management,constructing the fair system of sharing public resources,and perfecting the fair sharing of public resources mechanism and so on.
